Cyclist on Q between 13th and 14th felled by open car door

During the week of June 7 (I don’t know the exact date) I witnessed an incident with a car on Q between 13th and 14th.  I was outside of the Bike Rack and a cyclist was riding down the bike lane on Q.  Right in front of the shop a car in the driving lane was stopped (due to traffic or a red light, I’m not sure), and the driver and passenger got out of the car to switch seats.  The passenger opened the door as the cyclist was approaching without noticing.  Though the cyclist didn’t ride into the car door, the incident caused him to fall.  He rode away without any apparent injury.
